Norway’s DeepOcean has completed its acquisition of Perth-based Shelf Subsea, creating a billion-dollar operator in the Asia Pacific subsea cable market. Announced in May 2025, the merger brings together more than 1,800 employees, an expanded fleet, and regional experience spanning Australia, Southeast Asia and the Middle East.

The move comes as global internet traffic rises sharply due to demand from artificial intelligence, cloud computing and streaming services. Undersea cables carry almost all cross-border data, yet operators face pressure to upgrade and expand maintenance fleets. The combined business will add vessels and equipment to speed up repairs and provide more consistent service coverage.

“This is about combining strengths to deliver a new standard in reliability and speed for our clients,” said DeepOcean’s chief executive. The company plans to integrate Shelf Subsea’s local market knowledge with its global network to offer continuous support and faster fault response for cable operators.

Industry analysts say the consolidation may influence competition and contract bidding in the region, potentially shifting how large-scale maintenance work is awarded. Some point to the potential for more standardised and data-driven upkeep of cable systems, although the companies have not outlined specific technologies they plan to use.

The deal reflects a wider industry trend towards integrated, technology-led management of undersea networks. By combining greater scale, regional reach and operational capabilities, DeepOcean is positioning itself to play a central role in maintaining and protecting subsea cables, infrastructure viewed as critical to global connectivity.

For governments, investors and telecom operators, the merger underscores both the strategic value of these systems and the challenges in safeguarding them as data demand continues to climb.
