BIOGRAPHY

Manuel Neves is the Head of Public Law, Energy & Environment and Partner at Abreu Advogados. A leading figure in environmental and public law, he co-heads the firm’s International Desk in East Timor, advising on complex regulatory and energy matters across multiple jurisdictions.

Manuel has guided several large-scale projects in telecommunications, defence, health, and natural resources. His career includes founding Euronatura – Centre for Environmental Law and Sustainable Development – and serving in national and international advisory roles on environmental and spatial planning policy.
